18 Chait, Kathmandu. The small parties of CPN-UML, Nepali Communist Party (including) have sought their presence in the Parliament everywhere. Six parties have been recognized as national parties from the February 21 election. The all-party meeting of these 6 parties was held on Wednesday.

An all-party meeting was held from 1.30 pm to 3.00 pm in the auditorium of the Law, Justice and Human Rights Committee at Singhdarbar.

Arjun Narasimha KC, senior member of the House of Representatives, presided over the all-party meeting. Law, Justice and Parliamentary Affairs Minister Sobita Gautam was present in the meeting on behalf of the government.

Five people were present on behalf of the Rashtriya Swatantra Party (RASWPA). DP Aryal, Kabindra Burlakoti, Bipin Acharya, Samiksha Baskota and Prakashchandra Pariyar from RSVP went to the all-party meeting.

Mohan Acharya and Urmila Thaplia were from Nepali Congress.

Guru Baral and Ganesh Dhagunna were from CPN-UML. Varshaman Pun from the Nepali Communist Party and Aren Rai from the Labor Culture Party. Khusbu Oli was from the Rashtriya Prajatantra Party (RPPA).

In the all-party meeting, the representatives of all the parties except the RSVP and the Congress said that the presence of small parties should also be present in the Parliament.

With the commencement of the meeting of the House of Representatives, the work of perfecting the structure within the House will also proceed.

Speaker will be taken by RSVP. With 182 seats in the House of Representatives, there is no arithmetic for the other party to claim the speakership.

But there is a provision that Speaker and Deputy Speaker should be from different parties and different genders. Therefore, RSVP has not decided which party will give the Deputy Speaker.

Apart from that, the House of Representatives Working Arrangement Consultative Committee should be formed. In this committee, which can be made up to 21 members, the number of members from which party will be decided based on the number of MPs of the parties in the House of Representatives.

In the absence of the Speaker, the members to preside over the meeting of the House of Representatives should be nominated. It also has the practice of nominating members based on the number of MPs of the parties.

This time, if we look only at the number of parliamentarians of the parties, the small parties have drawn the attention of the Federal Parliament Secretariat and the leaders of the RSVP that it is not appropriate to do so as there is no presence of small parties in the parliament structure.

There are 10 thematic committees under the House of Representatives. There are two joint committees consisting of members of both the National Assembly and the House of Representatives.

In the parliamentary committee, the number of members is selected based on the number of MPs of the parties. However, by doing this, there will be no presence of small parties in some committees.

In the House of Representatives, there are 38 members of the Nepali Congress, 25 of the CPN-UML, 17 of the Nepali Communist Party, 7 of the Labor Culture Party, 5 of the RP and one independent MP.

DP Aryal and Bipin Acharya of RSVP spoke in Wednesday’s meeting. Congress’s Mohan Acharya, UML’s Guru Baral, CPN’s Varshman Pun, Shram Shakti Party’s Aren Rai and RPP’s Khushbu Oli spoke.

All those who spoke from parties other than RSVP and Congress said that the presence of small parties should be ensured in the structures within the parliament.

UML Baral said that all parties should be included.

RPP’s Khushbu Oli informed that she has also raised the issue of ensuring the participation of all national parties in the structures within the parliament.

She said about the issue raised in the meeting that ‘national parties should have presence or participation in all structures’.

‘Let small groups speak’

Small parties have said that they should be allowed to speak in Parliament.

During the all-party meeting, a briefing was given on behalf of the Parliament Secretariat about dividing the time based on the number of MPs when they were allowed to speak in the Parliament.

General Secretary of Federal Parliament Secretariat Padma Prasad Pandey and Joint Secretary and Spokesperson of Parliament Secretariat Ekram Giri briefed at the beginning of the meeting.

In that order, they said that the time for the meeting will be divided based on the number of MPs of the parties.

According to that, he also presented the preparation of the time division for giving a congratulatory speech in the first meeting.

After the proposed division of 40 minutes for the RSVP, 8 minutes for the Congress, 5 minutes for the UML and 4/4 for the rest of the parties, the small parties requested that the speaking time be facilitated.

As decided by the all-party meeting, it has been decided to give a congratulatory speech at the first meeting of the House of Representatives. In addition, the all-party meeting has decided five agendas for the first meeting of the House of Representatives.

According to which, the notification regarding the convening of the session will be recited, the top leaders will address greetings, the election schedule of the speaker will be presented, the proposal to work according to the old rules will be presented until the new rules are made, and three ordinances will be tabled.
