Oli, who was the executive director of Rashtra Bank at that time, had initially argued that the executive director could not be recommended to the governor in order to prevent him from becoming the governor.

Dr. Deuba himself said that there was an agreement to make him the governor among the power partner parties. Bhatt resigned as executive director. However, the then Acting Governor Dr. Neelam Timsina Dhungana did not accept his resignation.

Oli’s wish was that the matter was made controversial without accepting the resignation. Then Deuba, who is in the Governor’s recommendation committee, Dr. He recommended that Vishwanath Paudel be made the governor. After resigning from the recommendation committee, another recommendation committee formed by Dr. Paudel’s name was recommended and Paudel became the governor.

Bhatt has a degree in Economics from Wayne State University, USA. He completed his academic research in 2013 under the title ‘Financial Development and Health Capital Accumulation’.

He graduated from Williams College in Massachusetts, USA. Even in Tribhuvan University, he got the best marks in economics and won a gold medal.

He has been publishing research articles focusing on economics, finance and development. He also has the experience of working as a revenue advisory committee in the past. In addition, Dr. When Prakashsharan Mahat was the finance minister, he worked in the role of the unpaid chief economic advisor to the ministry. He was born in Doti.

Dr. who has worked in important departments including National Bank Research Department, Regulation Department. Bhatt is considered to be a distinguished economist of Nepal. While working in the Planning Commission, Bhatta faces the challenge of handling the ongoing development administration.

In particular, due to preventing distortions in allocation, selection of plans based on priorities, structural problems in implementation and lack of effective monitoring and evaluation, projects/programmes are now in a state of chaos.

The current, medium-term, periodical and long-term plans taken by the government are also in a state of stagnation. While holding the leadership of the Planning Commission for New Public Opinion, Strong and Permanent Government, it will be Bhatta’s main responsibility to speed up the pace of development administration by bringing it to a ‘leak’ level.

The government is currently implementing the 16th periodic plan. On the one hand, people have great aspirations for development and prosperity. On the other hand, due to lack of resources, external challenges and lack of inter-agency coordination, his real test will start from the next budget.
